Thanks Drew. We wrote a bulk tool (we over 3500 repos)
The final solution is automated:

Call the Bitbucket API. Fetch a list of hg repos. Write into a CSV
Clone each hg repo in the file
Convert each hg repo to git
Create the git repo on Bitbucket
Push the git repo to Bitbucket
